CompEx Ex14 Responsible Persons (4 day)

Competency-Based Training for Responsible Managers
* This course runs in-house only.

Introduction

The CompEx Ex14 Responsible Persons course provides advanced training for supervisory personnel overseeing safety in potentially explosive atmospheres. Designed in consultation with industry, this programme equips learners with the necessary skills and knowledge to meet international standards and manage operational safety.

This highly practical programme supports responsible individuals to understand and apply IEC 60079 standards and legal directives. It enables learners to effectively manage the selection, installation, inspection, and maintenance of Ex equipment, with a strong emphasis on safety, documentation and compliance.

Course Overview

Who Should Attend?

This course is ideal for personnel in senior supervisory or management roles with direct responsibility for the management of staff (including sub-contractors), systems and compliance within hazardous areas. This includes those overseeing Ex equipment, protective systems, and installation procedures in explosive atmospheres.

  • Site and Engineering Managers
  • Compliance Officers
  • Ex Installation Supervisors
  • Safety Managers responsible for Ex systems

Ex14 is an advanced-level course. Learners without strong foundational knowledge are encouraged to complete the ‘CompEx Foundation (ExF)’ course in advance.

Learning Outcomes

On successful completion of this course, learners will be able to:

  • Interpret relevant directives, national legislation and IEC 60079 standards (e.g. ATEX, DSEAR, EPS Regulations, HSW Act, COMAH)
  • Explain the properties and terminologies associated with common hazardous gases, vapours and dusts
  • Apply principles of hazardous area classification and associated documentation
  • Identify ignition sources and understand protection methods
  • Evaluate Ex equipment selection, installation and maintenance procedures
  • Implement competency management systems for Ex-related responsibilities
  • Review asset management practices and inspection strategies for Ex environments
  • Understand essential principles of Ex equipment repair, including oversight responsibilities and required documentation

These outcomes support practical application of knowledge and leadership in high-risk environments.

Course Contents

The course provides a comprehensive understanding of the legal, technical and managerial responsibilities of the Ex14 Responsible Person role. It covers core standards and practical scenarios aligned with real-world application.

Topics include:

  • Overview of ATEX, DSEAR, HSW Act and COMAH
  • Characteristics of explosive gases, vapours and dusts
  • Hazardous area classification methodologies
  • Ignition source identification and protection concepts
  • IEC 60079 series standard requirements
  • Ex equipment asset management
  • Competency frameworks and risk-based inspection planning
  • Repair and maintenance obligations for Ex equipment

Entry Requirements

In addition to self-registration on the CompEx system prior to confirmation of booking, it is strongly recommended that learners satisfy the following entry criteria:

  • Higher National Certificate (HNC) or equivalent
  • General understanding of relevant electrical engineering, including the ability to read and assess relevant engineering drawings
  • Basic knowledge of quality assurance, including the principles of auditing, documentation control and traceability
  • Employer letter of endorsement stating that the candidate is, or is working towards the role of a Responsible Person/Duty Holder

Learners should ideally meet these requirements; however, the final decision rests with the employer based on the learner’s experience and qualifications. Learners must be appropriately qualified in electrotechnical and/or mechanical disciplines or provide an endorsed letter to validate their relevant experience. A signed declaration confirming this experience is required as part of registration.

Please note: According to IEC 60079-14 and IEC 60079-17 standards, Responsible Persons must possess:

  • General understanding of electrical engineering
  • Ability to interpret engineering drawings
  • Practical understanding of explosion protection principles
  • Working knowledge of relevant standards, including IEC 60079-10-1, -10-2, -14, -17, and -19
  • Knowledge of quality assurance principles such as auditing, documentation, and instrument calibration

Learners should have the knowledge of points 1 to 5 above in advance of attending this course.  Knowledge in points 3 to 5 can be obtained by attending the CompEx Foundation ExF 2-day course. Completion of this foundation course is highly recommended prior to undertaking Ex14.

English Language Competency

A good standard of written and spoken English is important to engage effectively with this programme. While formal certification (e.g. IELTS) is not required, learners whose first language is not English should have a self-assessed proficiency equivalent to IELTS 5.5–6.0 or CEFR level B2.

This level of competence will support learners in understanding course materials, contributing to discussions, and completing assessments where applicable.

Assessment

Learners undertake two online assessments:

  • Section 1: Theory-based exam (41 questions, 1.25 hours)
  • Section 2: Applied knowledge exam (19 questions, 1.5 hours)

Both assessments take place on day four. Independent study between days one and three is essential. A laptop is required for remote invigilation. Learners should refer to the Candidate (Practitioner).
