English Language Competency


A good standard of written and spoken English is important to engage effectively with this programme. While formal certification (e.g. IELTS) is not required, learners whose first language is not English should have a self-assessed proficiency equivalent to IELTS 5.5–6.0 or CEFR level B2.

This level of competence will support learners in understanding course materials, contributing to discussions, and completing assessments where applicable.

Learning Outcomes

On successful completion of this course, learners will be able to:

  • Describe the scope and key features of the 2013 Construction Regulations
  • Identify the roles and legal responsibilities of duty-holders including clients, PSDP, PSCS, contractors and employees
  • Apply the principles of Design Risk Assessment in construction planning
  • Identify and assess potential hazards and risks on site
  • Recognise the roles of key stakeholders including the HSA and safety representatives
  • Interpret relevant guidance documents and case law for compliance decisions

This course introduces learners to the structure, intent and practical implications of the Construction Regulations 2013.

  • Overview of the Safety, Health and Welfare (Construction) Regulations 2013
  • Roles and duties of key duty-holders: clients, PSDP, PSCS, designers, contractors, employees
  • Introduction to the Safety and Health Plan and the Safety File
  • Hazard identification and risk assessment techniques
  • Role and powers of the Health and Safety Authority (HSA)
  • Responsibilities of safety advisors and safety representatives
  • Review of HSA-published guidance documents
  • Relevant recent case law and implications for duty-holders
